ARTIFICIAL INTELLIGENCE AND HUMAN RIGHTS: A TECHNOLOGICAL RACE BETWEEN THE UNITED STATES, CHINA AND EUROPE.

This article aims to address the complex dilemma that exists between the development of artificial intelligence and its regulation, in the face of two factors; the first is the violation of human rights, and the second is the race between the United States, China and Europe. This series of factors and elements that come together create a complexity around our object of study, since it is not a secret that whoever manages to win this technological race will manage to obtain a hegemony over the rest of the world, so in the first part of this work we establish the definition of Artificial Intelligence and its classification, then we define and classify human rights, all of the above, in order to have a solid conceptual framework that allows us to subsequently address the evolution that artificial intelligence has had, as well as the general risks that it entails, for which we contrast these risks with the levels of regulation of AI; Thus, in the last sections of this research work, we describe the technological race that takes place between the countries that seek the mastery of our object of study, as well as the position assumed by each of them regarding its regulation, which should be noted that in recent times it has been considered by the countries that compete for their development as an obstacle that slows down the progress and evolution of the AI, so in the final part we emphasize the violation of some human rights that we chose to illustrate the imprudent position that privileges technological development over the regulatory field.
